1. Introduction

This manual is compiled in accordance with the Promotion of Access to Information Act (PAIA), Act No. 2 of 2000 of South Africa. PAIA gives effect to the constitutional right of access to any information held by public and private bodies that is required for the exercise or protection of any rights. As a public educational institution, Mfundo Thuto Secondary School is committed to transparency, compliance, and accountability.

2. Security & Privacy Control

While we respect the constitutional right of access to information, Mfundo Thuto Secondary School must ensure that records are managed with the utmost care. To prevent identity theft, malicious profiling, or breaches of privacy, we govern record releases through the following security checks:

Verification of Identity

Requesters must present certified South African ID copies or legal proxies. Information will not be released without verifiable confirmation of identity.

Legal Grounds Check

Requests must specify the right the requester wishes to protect and why the school's record is necessary for the protection of that right.

Third-party Protection

Records containing personal identifiers of other learners or parents will be heavily redacted or denied to protect third-party confidentiality rights.

Information Safeguards

All requested digital records are transmitted securely using password protection or encryption to prevent interception during delivery.

5. Categories of Records Held

The following categories of records are generated and held by Mfundo Thuto Secondary School:

  • Academic & Student Records: Class lists, learner profiles, NSC examination statistics, progress reports, assessment schedules, and registration details.
  • Financial Operations: Annual school budgets, audited financial statements, payment histories, and SGB procurement contracts.
  • Human Resources: Staff appointments, qualification verifications, educator payroll data, and employment files.
  • School Governance: School Governing Body (SGB) meeting minutes, constitutional resolutions, and administrative regulations.

6. Requesting Procedure

To request access to any of the above records:

  1. Submit Form A/Form 2: Requesters must complete the prescribed Form (available from the school office or the Information Regulator website).
  2. Provide Detail: Be specific about the exact records requested and state which right is being exercised or protected.
  3. Submit to Principal: Send the completed form via email or physical delivery to the school Information Officer.
  4. Pay Prescribed Fees: Depending on the request type, a non-refundable request fee may apply before the request is processed.
  5. Response Period: The school will evaluate the request and notify the requester within 30 days of receiving the completed form.
